Integrated Water Supply and Sanitation (ApaSan+) in Moldovan Villages
Our Goal
This project aimed to provide sustainable access to safe drinking water and household sanitation to rural communities in Moldova. It also aimed at strengthening governance structures of utilities on the municipal levels
Project Profile
ApaSan+ was a project to improve access to water and sanitation services in rural areas of Moldova, with a focus on vulnerable and disadvantaged groups. It focused on strengthening water and sanitation utilities, improving governance processes at the municipal level, and implementing innovative technologies and approaches.
Apart from improving water and sanitation services in rural areas, the project managed to enhance governance through more transparent and professional procurement processes, and the capacities of local service providers were strengthened through training and institutional development processes. As a national first, decentralized sanitation solutions such as septic tanks were implemented using a market-based approach, showing promising results and a large potential for replication and scaling up.
This project built upon the learnings gained from the Swiss and Austrian co-funded “Water and Sanitation Project in the Republic of Moldova” (ApaSan), a project implemented by Skat Consulting and its partners from 2009 to 2019. ApaSan+ was an extension and evolution of the ApaSan project, complementing improved service delivery with components of capacity building, governance, and participation. The project implemented a collaborative and “bottom-up” approach, which seeks to empower local and regional actors and develop cost-effective inclusive, and replicable approaches for better water supply and sanitation.
