There was a need in the building sector for more information on appropriate and cost-efficient building materials and construction technologies in the developing countries, while the flow of knowledge between North and South and within the South was sparse.

The role of RWSN/HTN was originally to maintain momentum built up during the UN International Drinking Water Supply and Sanitation Decade (IDWSSD) 1981-1990 concerning improved access to safe drinking water for rural populations in the South.
